Natural England vs Defra: a decision aid
Natural England is a Defra arms-length body using Civil Service grading. Defra core sits at the upper end of the Defra-family pay grouping; NE pays slightly less at the same grade but covers delivery, not policy.
Pay at the same grade
Defra core sits at the upper end of the Defra-family grouping. At HEO, Defra core typically pays about £2,000-£4,000 above Natural England at the same grade. The gap narrows at SEO and above as cross-ALB recruitment markets converge.
Policy vs delivery
Defra core sets the policy and statutory framework. Natural England delivers regulatory and advisory functions (SSSI, EIA, casework, BNG validation). A career-shift policy-to-delivery (or vice versa) usually requires a grade move or a secondment.
Pension and leave
Both use alpha (Civil Service Career Average Revalued Earnings, 28.97 percent employer contribution rate). Annual leave is similar at 25-30 days depending on length of service. No material divergence between ALB and core terms.
Senior specialist path
For policy-led senior specialism, Defra core is the conventional path. For technical-led senior specialism (e.g. principal SSSI casework lead, principal licensing lead), Natural England is the conventional path. SEO and Grade 7 roles in each ALB compete with the same external candidates so transfer mobility is good.
